BILL SUMMARY: 

SB 568 requires the Superintendent of Public Instruction to  
develop a strategic plan for learning and school success  
for infants and children to 6 years of age.  The plan is to  
be completed by July 1, 2000.

STAFF COMMENTS: SUSPENSE FILE.

The bill states the intent of the legislature that costs be  
allocated from federal funds appropriated to the Department  
of Education.  These dollars are appropriated for local  
assistance.  Local Child Care Planning councils may incur  
local program costs if they are included in the planning  
process which could be funded from the federal funds.   
Administrative costs to the Department of Education would  
be from the General Fund.

The provisions of this bill were called a "master plan" in  
the previous version.  Also on file today are SB 845  
(Escutia) which calls for the Department of Education to  
develop a master plan for child care and SB 925  
(Vasconcellos) which calls for the Child Development Policy  
Advisory Committee to develop a master plan for child care  
and development services.
